Understanding Homelessness & Our Rehab Program

  • Homelessness happens because of lack of finances.
  • Lack of finances happens due to employment issues. This sometimes is being between jobs too long, the inability to hold stable employment or holding down a job, and not being able to get employed.
  • Employment issues happen when someone has a criminal history, a low formal education, lack of their own vehicle, and in more extreme conditions being homeless and without water to clean themselves, their clothes, socks, shoes, and teeth.
Some people are homeless due to drug issues and other addictions such as drinking and gambling, but plenty of resources exists for helping, housing, and rehabiliting those types, and those types make up a very small portion of the homeless community, in fact less then 3%.
Angel Services Homeless Outreach Care, reverse engineers this analysis to eliminate the root cause of homelessness in most homeless persons.
  • There are a few repeating cycles here, that once in, a homeless person has no way to get out of without external assistance.
  • The first is having a vehicle. People with a Driverse License and a vehicle are more hirable to employers than those who don't have one. In fact, I was highly considered for a pizze delivery position with Pizza Hut years back with my license and vehicle and no GED or High School Diploma compared with another person who had their license but no vehicle and was a high school graduate. Many entry level positions include riving, and even non-driving helper positions are used to employ drivers with many places that deliver food and mail. In short, without a vehicle and at least a drivers license, you are bottom rund when it comes to employers calling you for an interview. We help you get your license in our vehicle, while being housed and rehabilitated with us. Many homeelss people can't get this, because they don't have anyone to help them with using a vehicle for their driving text at the DMV. Homeless people are homeless because they have family that don't care for them, and things have happened that has made them have no social lives for any friends to lean on. That's rarily their fault, and the community doesn't understand this. Once a homeless person is without vehicle and license, they almost always stay that way because they have no one to help them, and that means their employability is greatly reduced, increasing their chances at remaining chronically homeless.
  • Another repeating cycle the homeless get stuck in once homeless, is getting employed due to hygiene. Nowhere to shower, clean clothes, or brush. Many can't get toilet paper and use their hands, and no soap to wash their hands. The overall cleanliness is an issue for many homeless to even be considered for a job of called for an interview. Without that job, they can't get clean, and without being clean, they can't get the job. Does society or the system care? NO THEY DON'T! They do whatever they can to pretend it doesn't exist. We'll make sure you are clean, you have clean clothes, and everything you need!
  • Trying to get a higher education both as a homeless person and also before a homeless situation ever arises, is not always as easy and straight forward for people as it is for others. Many people in the area are marganialized and secluded from college campuses that offer curriculums of interest, lacking public transportation, and IL has a law prohibitting colleges from owning campus housing, making many community colleges have no housing or contract with a third party for on or off campus housing, many of which do not accept FAFSA funding, requiring out of pocket expenses. With no one to help transport people to and from nearby campuses with curriculums of interest, and far away campuses not having housing options, or allowing FAFSA for housing, getting to and from a campus, or even to a campus at all, is not an option for everyone. In fact, this was my issue, which eventually lead to me not being employable, and then jobless for a prolonged period, then being chronically homeless. Of course by that point, cleanliness, and license, along with finding a place to bunker down at long enough to even get an interview all become issues for the homeless. Our main focus with this homeless rehabilitation program, is for all clients to either focus of their education, or to be booted off into paid CDL training and a trucking job. Getting employed while being housed and rehabilitated is completely optional, but all clients are required to attend college, trade school, trucking school, job corps, or they cannot stay in our program and facilities. There are thousands of options, and we ensure there are no blockades, and we open every door possible for you to succeed in whatever lifelong profession you've ever wanted to do or go into. This also ensures that you will never be between jobs long enough to lose housing again, ensuring that you are hireable over rival applicants no matter what! Note, that if you are going with paid cdl school and not to college or trade school, you do not need a high school diploma or GED! Also many trade schools and some of our Nationally Acreditted colleges and programs we have ready for clients, also do not require you to have your High School Diploma or GED. GEDs and Adult High School Diploma options are available for our clients if they need those first with an option that requires it.
  • Criminal records in Illinois, often limit employment, housing, and other basic necisities, despite being illegalized, employers and landlords still do this. If your criminal record is a blockade in employment or housing, we can help. In IL, all misdemenors and also Class 4 and Class 3 felonies can be 100% expunged from your record at your local courthouse. Misdemenors usually cost $50 each and Class 4 and 3 felonies $200 each. Record sealings are also an option, and cost less. While we won't pay out of pocket for you, we will ensure you have the money for this while in ur program, as each semester of college you get paid several thousand dollars in semester refund checks. Only a small fraction of that money goes to reimbursing us for helping you, which leaves plenty of funds left over to clear your record 100% and have a fresh record. Expundged records include a physical destroying of those records at your local courthouse. As a certified paralegal, whome also practices federal law in federal property, I can genuinely assist in much of this work. For Class 1 and 2 felonies, there is also hope for you, through the "Second Chance Program" in Springfield, which is accepted into our program, will include this transportation to this facility for this. Note, that many trucking companies will accept you despite your record, if you decide to go with trucking instead of college or trade school.
So by reverse engineering the homeless issue, by fixing the root cause of homelessless, not only rehabilitates the homeless, but also prevents them from ever being homeless again. Getting an emergency job at an entry level work place takes only a few weeks. Getting a new trucking job takes 1-2 weeks. A non-local temp agency will put you to work in 2 business days if you desire that path.

How Our Program Works

1. Contact Us. Get the application sent back in reply. Complete application. Get picked up and transported to one of our residential houses. This all can happen within 24 hrs of contacting. We determine eligibility based only on the factors of actually being homeless on the streets, income and assets, ownership of a vehicle, level of education, drug history, gender (you must be a male). Please note that we also serve as a three quarters way house if you are looking to transfer from a halfway house. We do not accept cleints who are on parolle, we ask that you serve your parolle at 50% in prison before seeking our assistance, or coming off of parolle at a halfway house before transferring to us. Those who are near homelessness are not considered. We need to make sure you are trully homeless before assisting you, so when friends and family house you, we see you are taken care of. When they don't we step in, and we can only determine that if you are on the streets, or in a halfway house.
2. When you get housed, we guide you through the process as needed into a local college, trade school, or trucking school. If you need a GED or High School Diploma for which ever route you choose, there are several options. All is paid for you, and transportation provided. There are two local colleges nearby teh Avon property. One is Carl Sandburg College, the other is Spoon River College, which has two full campuses nearby that transportation is provided to. There is also an affordable university nearby that your FAFSA fully covers. There are dozens of paid CDL schools and trucking companies we can get you into in literally 1-2 weeks, and if you go that route, you get paid during training within 1 week, and when you graduate and start driving, you can live in the semi and not pay rent or utilities and make $1000-$2000 a week when starting out. Two Job Corps sights we can also get you to. On campus housing may be an option for those who choose the college route as well. We provide long term housing for homeless clients that we are rehabilitating in this method. We charge a small bunk fee out of your semester refund checks to reimburse us, as this whole thing is literally funded solely by my personal income, and I do not get donations for this charity. It's not ment to be profitable, but I also don't want to lose my personal money over it my whole life, so I do require the bills and resources to be repaid, so they are available for future homeless cleints in need of emergency assistance.  The bunk fees are under $200 a month, and charged once your semester refund checks come in, which is usually a little over $3000 in pocket after your tuition and supplies are deducted. This leaves you about 2/3rds of your semester refund checks, and fully covers all bills and resources. I also ensure your transportation needs to doctors, DHS, grocery store, campus, employments are fully covered.
3. If you have gone down the college path with us, we will assist in getting you into employment and housing whereever you call home, once you have a certificate or degree and are finished with your desired education. We won't leave you hanging. If you went oncampus, or to a trade school oncampus, or went down the trucking route, then you are set also. As a trucker, you can take your hometime whereever you want, including your hometown. Many drivers opt to live long term as a trucker in their semi, but if you are using trucking as a stepping stone, searching for an apartment and local employment on hometimes are a viable option. On campus colleges and trade schools will help you with employment and housing if you transferred from us. If you remained with us for a college certificate or degree, we have many resources and ways to get you housed and employed within your home county and many times in your hometown. Plus you'll have lots of money saved up, and probably a vehicle of your own when you leave one of our houses!

About Our Housing Structure & Living

  1. All our properties are domestic houses, and at this time are shared units. They are not apartment or dorm style, they are real houses, with shared living rooms and bathrooms. Many of the rooms are double bunked, but clients will be spaced out between rooms until rooms are full, then clients get roomates. This seldom happens due to so few homeless actually reaching out to us or accepting our help when offerred. Many people who contact us are those who have high educations and qualify for work, have friends and family they are staying with, have some sort of income or assets that disqualify them from actually being homeless and indigent.
  2. Our living facilities are independent living, just as if you had your own apartment. We don't do volunteers or paid workers, you're grown men, you don't need a babysitter, and you don't need to be told what you can and can't do with a bunch of rules. Even though this is a charity, you get a real lease just like a landlord would provide, which ensures a roof over you head provided you cooperate with my instructions and the program that I have established.
  3. Assistance is primarily administered remotely. I am not always nearby, or even in the same state at the time or location of clients needing help. Amtrak, buses, taxis are all options, and I am also aware of almost every obscure public transport option in Central IL. In the near future, I will be donating a vehicle from my name to the charity, and a chairmen will be elected from among the clients of their own vote, whome will serve as "landlord" of each house, and be allowed to drive the vehicle for everyone's transportation needs, etc..
  4. I network with locals for food pantries, clothing, and other needs. While I don't have or accept personal volunteers or in-house volunteers, I do have many connections from external agencies and such for getting client's needs all set. I also have deliveries made as needed for clients under my care and housing.
  5. Pets are allowed. I also help clients get service animals and emotional support animals, including the pets they already have, so when they move on, they can bring them into apartments whereever they go when leaving.
  6. Getting Booted - If an incident does not warrent an arrest, clients do not get booted, unless they digress from following the rehabilitation program, or begin meeting factors that would otherwise make an applicant ineligible. So if clients start to not follow the program, they will get booted, if they begin using drugs or other things that makes them ineligible (including getting a vehicle), they get booted. An arrest does not violate your lease necessarily, so being arrested does not warrent your boot in most cases, unless it causes an absence longer than 120 days, which surpasses a speedy trial, which you have a right to. If drugs are used, you will be transferred to inpateint rehab, and not allowed back into the program. rehab will help you get housed and employed. If a client gets a vehicle, they will have 60 days to leave the premesis. We simply don't have the space for everyone to have their own vehicle, and having a vehicle doesn't make you homeless. getting a vehicle near the end of your graduation is the best option, so you can successfully leave back home into local housing and employment with your vehicle. If clients start disregarding the program and not working towards their educations, the client will be transported to White Woods in Joliet, which is a homeless tent city, and they will be rehabilitated through Elite Staffing and employed within 2 business days at above min wage. Our houses are only for those working towards their educations. Clients who fight me on this, will have a legal eviction in process and be removed by the Sheriff's Department. It should never have to get that far, I am providing you an open door to lifelong success, employment and financial success and stability and ensuring you get back home into houisng and employment, and never be homeless again. Those who can't see that and don't comply, have no hope and are beyond the help I can provide.
  7. The property has a garden for those who want to grow fruits and veggies. High speed internet and landline phone service is available for use as well. Donut Day is done once a week, and I have a Ramen cabinet with unlimitted ramen until you get your link cards in.
  8. Things being added to the Avon property soon include (1) Computer Corner, which will have at least two computers for onine courses, job applications which is optional, and for gaming and internet usage. (2) a 4 seater jucuzzi tub is planned for the back deck.
